This message has several causes

1. Ensure Mobile Data is on

Go into Settings->Mobile->Mobile Data On

2. Make sure Appstore has access

Go into Settings->Mobile and scroll down to "App Store". Ensure App store is on

3. Ensure Data Roaming is on

Go into Settings->Mobile->Mobile Data Options->Roaming On
